        Henry Stephens, New York State Assemblyman. Letter to United States Senator Charles E. Dudley. Argues against the formal recognition of Indian sovereignty in treaties: "It has been urged that the United States have recognized the independence of the Indian tribes by negotiating with them. . . . I cannot understand how people interspersed through a whole government can be treated as independent of that government. They must necessarily be dependent upon the states in which they live, and all that we can do for them . . . is to recommend them to the kindness of that government." Albany, NY, 11 March 1830 * D.C. Judson of Ogdensburg Bank. Letter to Amaziah Flagg, promising to provide $2398 "to the agent for paying the St. Regis Indians." Ogdensburg, NY, 19 June 1834 * Salmon Case, agent to the Oneida Indians.
