EMIGRATION SCHEME (PERU.) Correspondence between William Seward and the Peruvian minister plenipotentiary relative to the emigration of ex-slaves to Peru. 19 pages written recto and verso on 10 sheets; all pages bear the blind-stamp of the "Legacion de Peru." Washington, 8 October 1866 through 19 October 1866
The correspondence begins with Secretary of State William Seward informing J.L. Barreda, the Peruvian minister plenipotentiary in Washington, that "circulars" were being distributed advertising a phony emigration plan to Peru. There follow Barreda's replies and further correspondence from Seward. These are all the Peruvian legation's copies. Following emancipation and the end of the war, there were many such schemes to defraud the Freedmen.
