first edition. The Dutch Republic maintained formal neutrality during the early part of the American Revolution, but sold weapons to the rebels, so their merchant vessels were harassed by the English. This pamphlet was the official English response to Dutch protests over these raids. It was never offered for sale, but was distributed at the Hague. Rosenbach, who handled a copy in 1917, described this pamphlet as being "of great rarity." Not seen at auction since 1986. Adams, American Controversy 79-70; Howes M298 ("aa"); Sabin 44869.
