"As the General Assembly may be in some measure influenced in their deliberations by the expected effects of a Resolution empowering the Executive to borrow One million sterling of Gold & Silver for this Commonwealth; I am advised by the Council to inform them, that altho' an Agent has been long appointed for this Business, and every preparation made for the execution of it, yet from unavoidable disappointments, nothing has been done that will enable me to judge of the result. If the General Assembly wish for a more particular Information, respecting the Agent or his Instructions on this head, it shall be communicated, whenever called for."
