Expanded 4th edition. Pownall had served as colonial governor of Massachusetts and lieutenant governor of New Jersey. This treatise addressed the increasing difficulty of incorporating the colonies into the British Empire, and advocated for American representation in Parliament. John Adams described Pownall as "the most constitutional and national Governor, in my opinion, who ever represented the crown in this province."
