This broadside contains two messages from Velez, the Commander of the Army in Rosario: the first dated 20 April 1816 celebrates the promotion of General D. Antonio Gonzalez to the Junta in Buenos Aires; the second dated 23 April 1816 informs the men under Velez of the promotion of General Gonzalez Balcarce.
