In this message to Congress, Rivadavia (Interior Secretary) and Garcia (Treasury Secretary) announce the recognition of independence by the United States and discuss relations with other South American countries. They also report to Congress on the condition of internal security and defense, the treasury, taxes, debt, medical sciences, etc. Rivadavia later served as the first President of the Provinces of La Plata from 1826-27.
