This "economy run" was sponsored by AAA as a test of fuel economy. The trophy went not to the fastest, but to the driver who completed the route in the appointed time with the minimum consumption of fuel. This explains strange captions like "The chief judge is pouring in the gasoline while the Mayor of Fresno is checking the operation."
