Depicts a well-dressed Black man with a stove-pipe hat, a carpet-bag at his side, standing on a platform which bears the words "Stump Speaker." It appears to be a jibe at the remaining Black members of the House of Representatives "stumping" for re-election. The Black Reconstruction representatives were effectively removed by the Democrats in the last decade of the 19th century.
