At the heart of this document is a 25 September 1845 proclamation by Mexican president José Joaquín Antonio de Herrera, setting forth the qualifications for senators (Numero 2850 in Legislación Mexicana). Alta California governor Pío Pico forwarded copies to his jurisdiction on 18 April 1846. This copy was made by the authority of San Diego sub-prefect José Ramon Argüello and bears his signature, "es copia Argüello."
