José Ramon Argüello was appointed sub-prefect of San Diego in April 1846, and remained in office until the city fell under American rule. His grandfather José Darío Argüello (1753–1828) had been an influential colonial governor of California. This proclamation consists mostly of transcript of a 15 April proclamation by Alta California governor Pío Pico concerning the need to establish a police force. It cites the authority of Article 134 of the 1843 constitution, and orders the creation of local forces as soon as possible: "promueba y procure con toda la brebedad que el caro exije se proceda a la organisacion de la fuerza de policia con total arreglo a las disposiciones que quedan indicadas."
