The play on Civil Rights (Civil Riots) smacks of Wallace's particular brand of speech; and indeed this entire text was delivered as a speech by Wallace before the State Senate on August 4, 1964. In the end, the schools in Alabama were integrated, and the school bussing that Wallace hated so much helped facilitate it.
