Eugene G. Payne (1919-2010) was the regular editorial cartoonist for the Charlotte Observer. He drew this cartoon in reaction to the enactment of the Civil Rights Act on 2 July. It depicts Uncle Sam presenting the coat of "Equal Rights" to a young African-American man, urging him to "treat it with care and wear it with dignity." The cartoon achieved at least some national circulation, appearing in the Akron Beacon-Journal on 10 July.
