In response to rioting in many American cities, the United States Army Military Police School at Fort Gordon, Georgia began training civilian police officers in a Senior Officers Civil Disturbance Orientation Course, known by the acronym SEADOC (no, the acronym doesn't make sense--we didn't make it up). It is now recognized as a key point in the evolution of today's militarized police departments.

This manual was issued to one of the participants in SEADOC class #17, an Army Reserve lieutenant from Shillington, PA. Most of the 78 listed participants were officers in police departments from San Diego to Washington and everywhere in between. The manual includes a course schedule, including classes like "Use of Riot Control Agents, Munitions and Equipment"; "Riot Control Formations"; and "Public Relations." An 11-page guide to the imaginary city of Maxville sets forth a rioting scenario. One page summarizes a demonstration of techniques at "Riotsville": "Troops appear. The troop commander reads a proclamation. The mob fails to respond to the proclamation and is dispersed by troops. . . . Chemical munitions are also employed. . . . Looters are placed aboard a civilian bus which is being used as a mobile booking station." At the rear of the SEADOC manual is the printed Army field manual from March 1968, "Civil Disturbances and Disasters," followed by the participant's 4 pages of manuscript notes.
