Thomas W. Egan, who had served as a brigadier general during the war, was appointed as a New York customs collector by President Johnson, but was awaiting confirmation by the Senate. This circular was prepared to help secure his appointment, and is filled with testimonials from Generals Grant, Meade, Hancock, Sickles, Hooker, and more--and most notably from the late President Lincoln, who had said "A very meritorious case. He should be promoted at the earliest opportunity."
