This nine-point order sets the parameters for recruiting the new regiments of African-American soldiers in the United States Army, including an oversight bureau, three roving inspectors, boards to interview officers, and recruiters. It also allows for African-American corporals and sergeants to be "entitled to promotion to higher rank if they prove themselves equal to it"--an honor that was only rarely permitted in practice.
