"In view of the extreme kindness I met with in Russia, & of the very cordial relations that have existed between Russia & our own country, I would regard it . . . as an act of public policy & a personal favor to myself if you will kindly afford Lt. According to an article published on January 23, 1863 in The New York Times, Captain Raz Di Rischin of the Flying Artillery Russian service held interviews with Generals Burnside, Park, and Hunt, and with a number of other officers, as part of a tour of observation arranged by the U.S. Army to return the courtesy shown to U.S. officers who recently made a similar tour of Russia.
