This order was likely issued during the last days of the war, or in the early days of the peace. Governor Pierpont notes that many of Virginia's coastal pilots "have abandoned their business and have not kept boats as required by law," and thus expands Admiral Porter's December 1864 order "authorizing the Chesapeake Bay pilots to pilot government vessels" all along the coast.
