"That all persons conscientiously opposed to the bearing of arms, who shall be drafted, may be treated as non-combatants & shall be assigned by the Sec'y of War to duty in the hospitals or the care of freedmen or, in lieu thereof, they shall pay the sum of $300 . . . ."
