John Ellis Wool (1784-1869) had been the oldest general in the Union army until being forced into retirement by Lincoln in August 1863. Here, he offers praise for Edward Everett's epic address at Gettysburg, but ignores President Lincoln's much shorter address: "I have read with great interest and deep emotion the eloquent address of Mr. Everett at Gettysburgh. It should be in the possession of every man who can appreciate the institutions of the country." He urges the completion of a Gettysburg memorial, forwards his pre-war correspondence with Jefferson Davis (not present here), and offers other advice for Lossing's history of the war.
