The leaders of the first six Confederate states (South Carolina, Florida, Alabama, Mississippi, Georgia, and Louisiana) are shown squabbling and making outlandish claims to leadership of the new nation. South Carolina governor Francis Pickens rides a crawling African American and proclaims his state to be the "file leader and general whipper of the new Confederacy." Jefferson Davis of Mississippi (apparently not yet the provisional president) announces "We come in with the understanding that we shall issue bonds to an unlimited extent, with our ancient right of repudiation when they become due."
