Additional Details

This cover originally held a 6 September 1864 letter from Henry Meyer, the Prussian consul in Charleston, SC, "proposing to receive bona fide aliens into the Federal lines" with the cooperation of the Union Army at Hilton Head. It was addressed to Confederate Major General Samuel Jones, who wrote "resp'ly forwarded as requested" and added his signature on 8 September. Secretary of War James A. Seddon added his own note and initials on 26 October: "No such privilege can be accorded. Aliens will be allowed to return by our ports to their own or neutral countries, but not to go to or communicate with the enemy. JAS." Adjutants John W. Riely and D.H. Poole also added their own dockets and signatures through 14 November.
