Several months after the infamous New York City draft riots on July 1863, a mass meeting was held on December 3 to inspire volunteers to help fill the city's recruitment quotas. A committee was formed with five representatives from each of the city's congressional districts, with the charge being "to promote volunteering." It was formally known as "The Executive War Committee to promote Volunteering in the City of New York." Dozens of prominent New Yorkers were involved. The committee appointed members to secure re-enlistments among the veterans at the front, and lobbied for higher military pay. At the 15 December meeting, a member reported "that he had heard of twenty-nine colored men having been taken from this city today for enlistment in Connecticut, and he thought something ought to be done, if possible, to stop recruits leaving the city for other places."
