Brig. Gen. Barry writes to the governor of Rhode Island concerning the newly organized Battery H of the First Rhode Island Light Artillery under Jeffrey Hazard, which had been decimated by a large number of desertions. Barry threatens to reduce the battery to four guns and decommission two lieutenants if more recruits are not supplied quickly--"recruits who won't run away as soon as they get their bounties."
