This extra is dedicated entirely to two messages signed in type by George Washington as president of the Constitutional Convention. First is the convention's formal resolution to submit the Constitution for ratification by the states. It is followed by the text of Washington's cover letter to the president of the Continental Congress, which explains the philosophy behind the proposed Constitution in plain terms. "Individuals entering into society, must give up a share of liberty to preserve the rest. . . . It is at all times difficult to draw with precision the line between those rights which must be surrendered, and those which may be reserved.''
