Francisco de Albear y Fernández de Lara (1816-1887) was perhaps Cuba's greatest engineer of the 19th century; he designed the Havana aqueduct which is still in use. This document is a careful analysis of a major highway project which he and his board recommend should be cancelled due to budget constraints, and the contractor relieved without compensation. It includes numerous tables, statistics, and one diagram (laid down on a blank sheet as issued). The use of slave labor is discussed.
