Begins 'El Rey: Con fecha de viente y tres de Junio' and promises at the end of its opening paragraph: 'soberana atencion sobre el fomento y cultivo de la preciosa planta de tabaco, tan importante por el privilegio exclusive que la naturaleza ha dado al suelo de la isla de Cuba de producirla de la mas exquisite calidad del mundo'—exploitation of God's gift, the most exquisite tobacco in the world. Allows Cuban growers to finally market this precious product to other nations, under a system of tariffs, licenses, and inspections.
