General Weyler's famous order, issued 5 days after his arrival from Spain to crush the Cuban revolutionaries, in which he mandates the concentration of Cuba's civilian population into camps under Spanish control. This was an effective military strategy, as it separated the insurgents from their civilian supporters, but it also led to many thousands of deaths due to grossly inadequate provisions. Weyler's camps are seen as an important precursor to the even more brutal policies implemented by Hitler and Stalin in the following generations. No other copies known at auction or in WorldCat.
