The acts dealing with commerce in the region, free trade between the ports, slavery, sugar and rum trade, and coinage. Interleaved throughout with contemporary manuscript notations concerning the acts, presumably by a government financial official, whose notes discuss the reasons behind and the effectiveness of the laws.
