Urges the colonists to "prepare themselves a city to dwell in, to sow their lands, and plant vineyards to yield them fruits of increase," so that they could turn the "wilderness into a fruitful, well-watered habitation" (pages 3-5), in the hope that "so healthy, pleasant, and fruitful a country, under so mild and secure a government, will make this the common asylum of all who are persecuted for conscience sake" (page 17).
