The Gibbs Corp. is responsible for the development of all the specifications involved in the reconditioning of the engines and turbines on the two vessels. The lot is accompanied by specifications drawn up by Newport News Shipbuilding and Dry Dock Co. which was charged with "alterations to convert the vessel for cabin and tourist, passenger and cargo service." Their report also bulks to hundred of pages.
