Additional Details

The "Black Napoleon" of Haiti writes that "I have received an order from the Commission dated the 11th of this month. Relating to the issuance of bills of exchange on the National Treasury in Paris to meet the urgent needs of the Colony." Toussaint was appealing for funds in order to defeat the British forces still in Haiti. This letter was written just prior to Toussaint''s brilliant attack on the British. The French commissioner to Haiti, Sonthonax, took this opportunity to appoint Toussaint General-in-Chief of the entire army of Saint Domingue. Thus the above funds were absolutely critical to the French aim to rid the island of the British.
