In this case, a federal judge ruled unconstitutional the practice of shaving the heads of male prisoners, which was intended to encourage queue-wearing Chinese immigrants to pay fines rather than serve jail time. Immigrants who lost their braids would have difficulty returning to China, as they would then be marked as revolutionaries.
