It was issued as part of the Congressional Register compiled by stenographer Thomas Lloyd. The full ratified Constitution is given on pages [iii] to xviii, while an early 12-article version of the Bill of Rights is included as an appendix, pages 182-185. Crucial acts passed in the historic first session include the establishment of the Department of Foreign Affairs (pages 36-38), Department of War (89-90), Treasury Department (122-126), and Supreme Court (140-170).
