First octavo edition of the acts of the first session of Congress. First issue, without the errata on the penultimate leaf. It was issued as part of the Congressional Register compiled by stenographer Thomas Lloyd. The full ratified Constitution is given on pages [iii] to xviii, while an early 12-article version of the Bill of Rights is included as an appendix, pages 182-185. Crucial acts passed in the historic first session include the establishment of the Department of Foreign Affairs (pages 36-38), Department of War (89-90), Treasury Department (122-126), and Supreme Court (140-170).
