The third page is devoted entirely to the first printing of Jefferson's important 17 October State of the Union address to Congress, delivered just three days before the final ratification of the Louisiana Purchase. Jefferson urges Congress to absorb the resulting thirteen million dollars of new debt without raising taxes. He also expresses absolute American neutrality in the emerging conflict between Great Britain and France.
