A landmark issue for Time for a number of reasons, not the least of which is the fact that Walter White of the NAACP was the first Negro to occupy the cover of the magazine. The issue is largely devoted to the issue of lynching, and White had for 10 years spearheaded a national movement to enact legislation to stop the practice. There had been 8 lynchings in 1937, 13 in 1936, and 5000 since records began in 1882. The bill, known as the Wagner-Van Nuys Bill, followed a similar bill (the Gavagan bill) from the previous year that had been filibustered into oblivion by Texas senator Tom Connolly. Time recorded the heated debate taking place in the Senate and introduced Walter White to the general public for the first time.
