The governor of San Luis Potosí north of Mexico City reports on the northern front of the war, just days after the American invaders had captured Puebla. He discusses troop movements and defenses in Real de Catorce and Matehuala to the north, and reports on a rumor that 10,000 Americans were approaching Saltillo and Monterrey. Two scouts have been sent to observe the "perfidos enemigos norte Americanos" (perfidious American enemies).
