The 1812 Spanish Constitution of Cadiz was enacted while Spain was still fending off France in the Peninsular War. It was a liberal document but its reach was limited and it was superseded upon Ferdinand VII's return to Spain in 1814. This letter describes the celebrations in honor of the new constitution in one small central Mexican town--ringing of bells, music, a religious ceremony, a bullfight in the plaza, and a dance held with the greatest possible decorum. El Real de Ramos is now known as Villa de Ramos, about halfway between Charcas and Zacatecas.
