Additional Details

The Federal District printing of an important 1 May presidential decree regarding the new passports required to enter Mexico. Foreigners when travelling in the interior were required to present their passports to the civil authorities in each town. Spaniards were forbidden entry. Article 19 authorizes officials in New Mexico and California to issue their own passports because of the distances involved. The decree is described in Bancroft, History of California, page III:177.
