CONCERN FOR NEGROES WORKING FOR THE CONFEDERACY (MILITARY.) Autograph Letter Signed from Major William H. Echols, Chief Engineer, Confederate States of America, to South Carolina Governor M.L. Additional Details

a rare letter of concern for the slaves impressed for the Confederate army, from the chief engineer in charge of the fortifications for the defense of Charleston. "I have just received your letter concerning the medical attendance of the Negroes. There have been several complaints of the inattention of the physicians within the last 2 weeks . . . Several reports of the same doctor should guarantee his removal, which will be recommended. I hope the planter who (?) with the Negroes will report to me any deficiency either medically or otherwise . . . The engineers themselves are not aware of many instances of neglect when there are so many Negroes, and the overseers are too little interested to make this known."
