Most of the front page and half of the last page are devoted to the President Monroe's State of the Union Address, which introduced the Monroe Doctrine to the world. Right in the center of page one are the key words: "the American continents . . . are henceforth not to be considered as subjects for future colonization by any European powers." Secretary of State John Quincy Adams was primary author of the Monroe Doctrine, and this printing was sent to his Department of State.
