The original ordinance was passed in November 1841 over the signature of Mayor John C. Bennett. This transcript was made in October 1844 and bears the signature of recorder Willard Richards (1804-1854), then a member of the Quorum of the Twelve Apostles and later a counselor to Brigham Young.
