". . . I desire to have, as promptly as possible, a statistical summary of that part of the Kingdom so as to be sure to have all the information . . . I will need to know . . . so that I will have no more to do than to verify, myself, the exactness of the details, of the comments, and of the calculations of you work.
. . . I mean by this a complete geographical, topographical, commercial and administrative description. My object is to know actual conditions in every respect and the improvements that are desirable . . . .
". . . [T]he observations you will present to me concerning the improvements to be made in your Department should not only be based on speculative reasoning but should be supported by experience . . . . a consideration that, above all, must not be lost sight of with regard to everything that appertains to hydraulic enterprises, to the improvement of the posts, the improvement of agriculture, the clearing of uncultivated land, factories and other matters of industry, and the improvement of roads and other means of communication . . . ."
