Dated 1 February 1845, this is the final draft of the House bill to establish the territory. A joint House and Senate resolution on the organization of the territory was not passed until January 1846, in which the President was advised to notify Great Britain of their claim to the land west of the the Rockies and north of 54 degrees, 49 minutes latitude.
