Ruggles (1810-1849), businessman, abolitionist, journalist, and publisher was born free in Norwich, CT. He began writing and traveling as an agent for "The Emancipator" around 1833. In July of 1838 he issued the first "Mirror of Liberty." The present issue was the fourth to appear. In 1840, Ruggles resigned from the New York Committee of Vigilance, and became the secretary of the American Reform Board of Disfranchized Commissioners. While the Vigilance Committee held the Southern slave owners as the enemy, the American Reform Board went after the Northern politicians who denied rights to free blacks.
