The correspondence begins with Secretary of State William Seward informing J.L. Barreda, the Peruvian minister plenipotentiary in Washington, that "circulars" were being distributed advertising a phony emigration plan to Peru. There follow Barreda's replies and further correspondence from Seward. These are all the Peruvian legation's copies. Following emancipation and the end of the war, there were many such schemes to defraud the Freedmen.
