Additional Details

An example of the power of the Inquisition, this order states that there are a great many people enjoying the fruits of the labor of others, and doing nothing whatsoever to contribute to the general good of the city of Lima; and that they have a few days after the publication of this order to comply. Those in defiance of the order will be compelled "with all the rigor of physical as well as monetary punishments." The Inquisition regarded vagrancy as a sin. Medina I, #27. One of 12 ordinances issued on the same day by Luis de Velasco and the only one to mention people of color.
