San Martín signed this document a month after seizing Lima and being appointed Protector of Peru. and only six days after the Peruvian declaration of independence. In it, he charges Colonel Andrés Reyes y Buitrón (an important early Peruvian independence figure in his own right) with responsibility for horses and mules.
