The second of a number of monographs by Miller who was professor of sociology at Howard University at this time. Miller explains why the "debt" to the Republican party was considered paid by the black voters of America who effectively abandoned the party in 1912, where over 60% of the colored vote went to the Progressive Party. "It is only the political mummy who yields everlasting allegiance to the dynasty of the Pharaohs. . . "
